In 2024, Canada associated to Pillar 2 of Horizon Europe, the European Union’s research and innovation funding program (2021 to 2027). The program fosters opportunities for international collaboration and strengthens the impact of research and innovation in tackling major global challenges.
As a result of Canada’s association to Pillar 2, Canadian researchers and innovators can:
apply to Horizon Europe calls and receive funding
join or lead international projects
work with partners in Europe and around the world
The next Horizon Europe is expected to start in 2028, and Canada is exploring potential participation in the program. Canada’s participation through association would require an invitation from the European Union, followed by the Government of Canada’s decision to associate.

You are invited to participate in the annual Horizon Europe survey from Canada’s Horizon Europe Secretariat at Innovation, Science and Economic Development Canada (ISED).
This survey is open to all Canadian researchers, innovators and representatives from Canadian organizations—such as universities, businesses and non‑profits—who are interested in Horizon Europe or have taken part in Pillar 2 projects or activities. Your participation in this survey is voluntary. There are no legal or administrative consequences for refusing to participate.
The survey takes about 15 minutes to complete.
Information collected through the survey will help ISED to:
understand the experience of Canadian participants in Pillar 2 since 2024
improve the support offered by the Secretariat and Canada’s National Contact Points
assess Canadian interest in the next program starting in 2028
