Description

Note: Filing an application- We are no longer accepting new applications to this program for projects starting before March 31, 2025. Applications for projects starting between April 1, 2025  and March 31, 2026 may be submitted:

  • until January 31, 2025 if they are submitted as part of the call for projects in economic development;

  • from March 1 ,  2025.

Program objectives

This financial assistance program is one of the tools for implementing  Quebec's Policy on Canadian Francophonie.. More specifically, it aims to:

  • strengthen ties between Quebecers and French speakers elsewhere in Canada;

  • increase the use of French and the visibility of Francophone cultures in Canada.

Eligible projects: To be eligible, a project must:

  • demonstrate that it enables the achievement of the program objectives;

  • demonstrate that it respects the orientations and objectives of  Quebec's Policy on Canadian Francophonie;

  • include a Quebec dimension, that is to say that at least one of the partner organizations is from Quebec, that the activity takes place in Quebec or that it targets a Quebec audience;

  • include a dimension in Canadian Francophonie.

Types of projects supported: The program supports different types of projects, classified into 4 components according to their scope.

Part I – Exploratory Mission

If your project involves establishing direct contact with potential partners with a view to developing a joint project, this component is the one for you.

Here are the types of projects supported:

  • Travel to Quebec of representatives of an organization located in another province or territory.

  • Travel to Canadian provinces and territories by representatives of a Quebec organization.

The project must take place within a 12-month period.

The maximum amount awarded is $7,000.

Section II – Transfer of expertise

If you would like to benefit from the expertise of specialists at a one-off event such as a symposium, conference or workshop offered to peers, or travel to participate in an event that will allow you to enrich your expertise, this is the section in which you should submit your application.

Here are the types of projects supported:

  • Expertise transfer activities taking place in French in a province other than Quebec or in a territory.

  • Expertise transfer activities taking place in French in Quebec.

The project must take place within a 12-month period.

The maximum amount awarded is $10,000.

Section III – Partnership

Your organization wishes to implement a project designed and carried out jointly by at least one organization in Quebec and at least one organization in another province or territory. This component is the one that suits your initiative.

To be considered a partnership, your project must include each of the following elements:

  • a joint reflection on its design and implementation;

  • the pooling, at least partial, of the human, material and financial resources necessary for its design and implementation;

  • a significant contribution from each of the applicant and co-applicant organizations to its design and implementation.

Here are the types of projects supported:

  • Establishment and strengthening of structures or networks for collaboration and exchange.

  • Support for the provision of French-language services in Francophone or Acadian communities.

  • Training activities in French.

  • Activities to promote French, Francophone cultures and Canadian Francophonie.

  • Mobility stays between Quebec and the Canadian Francophonie.

  • Multidimensional projects comprising at least two of the types mentioned above.

  • Other collaborations between organizations in Quebec and the Canadian Francophonie.

Precision: If you wish to submit the same project or similar projects involving Quebec and more than two provinces or territories, you must submit a single application to Component IV for all of these projects. The project must take place over a maximum period of 3 years and, if it lasts more than one year, include different phases of development. The maximum amount granted is $20,000 per year per project. Therefore, the maximum is $60,000 for a 3-year project.

Component IV – Pan-Canadian Organization Initiative and Multi-Regional Partnership

Submit your application in this section if your project responds to needs raised by several Francophone communities or to a sectoral issue that concerns them all, or if it aims to create structuring links with Quebec or to promote Francophone culture and the use of French in several provinces and territories.

To be eligible for this component, you must meet one of these two conditions:

  • your organization is pan-Canadian;

  • your project is the result of a multi-regional partnership, meaning that organizations from Quebec and at least 3 provinces and territories participate.

Pan-Canadian organization: An organization is considered pan-Canadian if it meets the following criteria: 

  • it brings together members in at least 4 provinces and territories;

  • it has institutional members and has a legal status with a community structure, a board of directors and an annual meeting;

  • If it has individual members, these are numerous and well distributed across several provinces and territories. 

To find out if your organization is considered pan-Canadian, write to us before submitting an application.

Here are the types of projects supported:

  • Establishment and strengthening of structures or networks for collaboration and exchange.

  • Support for the provision of French-language services in Francophone and Acadian communities.

  • Training activities in French.

  • Activities to promote French, Francophone cultures and Canadian Francophonie.

  • Mobility stay projects between Quebec and the Canadian Francophonie.

  • Multidimensional projects comprising at least two of the above types.

  • Other collaborations between organizations in Quebec and the Canadian Francophonie.

The project must take place over a maximum period of 3 years and, if it lasts more than one year, include different phases of development.  The maximum amount awarded is $50,000 per year per project. The maximum is $150,000 for a 3-year project.

If your organization is pan-Canadian and you have exploratory mission or expertise transfer projects, you must submit your applications in sections I and II respectively.


Submission Procedures

In addition to the external funding agency’s submission procedures, this opportunity must also be submitted for Departmental, HSS Faculty, and Research Initiatives and Services (RIS) institutional reviews and approvals via Memorial's Researcher Portal (RP). In order to facilitate the HSS Faculty’s administrative review, please ensure "Heather C. O'Brien (Grants Facilitator)" and “Matthew Milner (Grants Facilitator)” are added as "Team Members" on your RP file. Allow at least 10 business days for these reviews to be completed.

In accordance with University-wide approval protocols, all tabs of the RP file must be completed, the completed application must be uploaded to the “Attachments” tab, all supporting documentation including support for cash and in-kind commitments and/or letters of support must also be uploaded, and “Submit” must be pressed in order for HSS to begin its administrative review and provide approvals. HSS cannot guarantee timely completion of an administrative review for application files that are incomplete.
