The Cabot Martin Award for Research in Regional Policy and Development was established in memory of Cabot James Martin (1944-2022), considered by many to be one of the driving forces behind the Atlantic Accord. Passionate about Newfoundland and Labrador and public policy, Cabot Martin left a legacy of visionary approaches to fisheries, aquaculture, offshore oil and gas policy and was a vocal proponent of local approaches to economic development and strong democratic processes and institutions.

Directed toward the governance and policy issues which were so central to Mr. Martin’s writings and public commentary, the $18,000 award will be given annually to a student, faculty or staff member of Memorial University of Newfoundland and Labrador for a research project directed toward governance and public policy issues. In addition, the Cabot Martin Award Lecture in Regional Policy and Development in Newfoundland and Labrador will see the research fund recipient deliver a public lecture to share the results of their work and spark further discussion on topics of importance to the province. 

Eligibility

The principal applicant can be:

  • Memorial University faculty member with research privileges;

  • Memorial University faculty (teaching term appointment) with a co-investigator with research privileges;

  • Memorial University student with an academic supervisor with research privileges;

  • Memorial University staff with a faculty co-applicant with research privileges;

  • Postdoctoral fellow at Memorial University with a faculty co-applicant with research privileges.

Principal applicants are expected to maintain a Memorial University affiliation for the duration of the project.

Prior to applying for the Harris Centre applied research funding, applicants must create a project entry in ROMEO system managed through the Research Initiatives and Services.

All applications are to be submitted using the Harris Centre online application system here.

When applying online you will be asked to provide the following information:

  • basic contact information for the principal applicant and any co-applicants on the project

  • an abstract (250 words)

  • scope and objective of the project (500 words)

  • relevance and practical importance of your project to Newfoundland and Labrador public policy and/or regional development issue (600 words)

  • theoretical approach you are proposing (400 words)

  • situate your research within the existing literature (400 words)

  • research plans and timelines (800 words)

  • knowledge mobilization plan (400 words)

  • team competences (or PI competences if a single investigator) (300 words)

  • budget details for the project for up to $18,000 

  • PI’s CV and given an opportunity to upload any other relevant documentation

Submission Procedures

This opportunity must be submitted for Departmental review and HSS administrative review via Memorial's Researcher Portal (RP) for submission to the Harris Centre via Research, Initiatives and Services (RIS). Please add "Heather C. O'Brien (Grants Facilitator)" and “Matthew Milner (Grants Facilitator)” as "Team Members" on the RP file. Once your Department and the HSS Dean's Office have approved the RP file, the application is routed to RIS as official submission to the competition and on to the Harris Centre.

Submission entails creation of an application form in the Harris Centre portal, and copies of generated PDFs and files from that portal into the RP file, as well as any additional documentation that may be required for contributions or commitments, or clearances such as RIIG etc.

In accordance with University-wide approval protocols, all tabs of the RP file must be completed, the completed application must be uploaded to the “Attachments” tab, all supporting documentation including support for cash and in-kind commitments and/or letters of support must also be uploaded, and “Submit” must be pressed prior to the HSS internal deadline listed below. HSS cannot guarantee completion of an administrative review for application files that are incomplete and/or are submitted after the HSS deadline. For more detailed submission instructions and information, please consult the HSS Research Support Services website.

E-mailing the intent to apply as early as possible will help to facilitate an efficient review.
