Horizon Europe is the European Union’s (EU) biggest research and innovation program with a budget of €95.5 billion running from 2021 to 2027.

Canada is now an “associated country” under Horizon Europe’s Pillar 2 – which means Canadian researchers and organizations can participate in Pillar 2 Horizon Europe funding calls as if they were European. This includes access to funding for collaborative research and innovation projects, and the ability to lead consortia. However, it’s important to note that there are some specific calls that are reserved for EU only, so careful review of the call documentation in advance is always necessary.

Key things Canadian researchers should know:

– Work programmes: Each year, the EU publishes “work programmes” detailing specific funding calls (topics) within each pillar. These are released in advance, so you can plan your proposals. – Open and upcoming calls for proposals can be found on the EU Funding & Tenders Portal. (https://ec.europa.eu/info/funding-tenders/opportunities/portal/screen/home)

– Consortia: Most projects require a consortium – a partnership of researchers from different countries and organizations.

– Funding: Horizon Europe typically covers a significant portion of project costs (usually around 20-100 per cent, depending on the type of action).

– National Contact Points (NCPs): Canada has NCPs specialized in different areas of Horizon Europe. They are your best resource for guidance and support. (https://ised-isde.canada.ca/site/ised/en/horizon-europe-contact-information)

In addition to the external funding agency’s submission procedures, this opportunity must also be submitted for Departmental, HSS Faculty, and Research Initiatives and Services (RIS) institutional reviews and approvals via Memorial's Researcher Portal (RP). In order to facilitate the HSS Faculty’s administrative review, please ensure "Heather C. O'Brien (Grants Facilitator)" and “Matthew Milner (Grants Facilitator)” are added as "Team Members" on your RP file. 

In accordance with University-wide approval protocols, all tabs of the RP file must be completed, the completed application must be uploaded to the “Attachments” tab, all supporting documentation including support for cash and in-kind commitments and/or letters of support must also be uploaded, and “Submit” must be pressed prior to the HSS internal deadline listed below. HSS cannot guarantee completion of an administrative review for application files that are incomplete and/or are submitted after the HSS deadline.
